Senior Business Analyst

About the role

Reporting to the Section Manager, Digital Transformation, the Senior Business Analyst plays a key strategic role in supporting the delivery of Council’s digital transformation initiatives. This position is responsible for leading the analysis, documentation, and communication of business requirements across complex application-based technology projects, ensuring alignment with organisational goals and stakeholder needs.

This position is required to provide quality customer service and create value for the community.

To be successful in this role, you will have:

  • Degree qualification in engineering, information technology, computer science or related field OR demonstrated solid contemporary experience in a similar role, combined with ongoing professional development. 
  • Formal qualification in Prince 2/Agile or equivalent.
  • Demonstrated success in leading business analysis activities across complex technology transformation initiatives, including enterprise software implementations and digital systems projects, preferably within a Local Government or broader Government environment.
  • Extensive experience applying structured business analysis and project methodologies, such as BABOK, Agile, PRINCE2 or PMBOK, including requirements elicitation, stakeholder engagement, risk identification, and reporting.
  • Proven ability to lead business process reviews and transformation initiatives, aligning business needs with digital system capabilities to drive operational efficiency and improved service delivery.
  • Strong stakeholder management skills, with demonstrated experience in building effective relationships with internal business units and external vendors to ensure alignment of analysis outcomes with strategic and operational goals.
  • Experience in coordinating and supporting change management activities, including the development of training materials, communication strategies, and stakeholder engagement plans to facilitate successful system adoption and cultural change.
  • Proficiency in developing and maintaining high-quality business analysis documentation, including process maps, user stories, functional specifications, and dashboards tailored for executive and operational audiences.
  • Previous project management experience leading ERP or application projects. Experience within Local Government, particularly with TechnologyOne would be an advantage, but not required.
