Expression of Interest - Independent External Members of the Coastal, Estuary and Floodplain Risk Management Sub-Committee

Central Coast Council (Council) is seeking Expressions of Interest from suitably qualified and experienced candidates to be appointed as independent external members of Council’s Coastal, Estuary and Floodplain Risk Management Sub-Committee (the Committee) for the term of the current Council (through to approximately mid 2028). Council has up to 3 positions to fill.

The Committee will comprise three Independent External Members, the Mayor, Councillors nominated by resolution of Council. It will meet at least four times per year at the Wyong Council office or remotely.  This is a sub-advisory committee to Council that may provide advice, input and feedback on matters relating to the management of coastal areas, estuaries and floodplains within the Central Coast local government area. The Committee is seeking community members, skills, knowledge and experience in one or more of coastal management, estuary management, flood risk management, community education or communication in accordance with the adopted terms of reference.  

Community members selected will be required to undertake formal training in Council's Code of Conduct and become familiar with Council's Code of Meeting Practice. The position is a voluntary role with no remuneration.

Please note: This role is as a panel member and not an employee of Council.

Essential criteria

The following criteria must be addressed indicating knowledge and experience as required in Council’s Coastal, Estuary and Floodplain Risk Management Sub-Committee Terms of Reference: 

  1. That they are a resident and/or ratepayer of the Central Coast local government area
  2. Commitment to being available to attend Sub-Committee meetings in the format determined by the Chairperson (i.e., in person, online, hybrid)
  3. Ability to represent the views of the whole community.  The person should be viewed by the wider community as bringing an independent view to the Sub-Committee.
  4. Ability to educate and inform their community networks on matters considered by the Sub-Committee.
  5. Demonstrated skills, knowledge and experience in one or more of the following areas:
    • Coastal management and engineering, coastal erosion, and community values of the open coast.
    • Estuary Management, Water quality, habitat, biodiversity, foreshore and streambank protection, and community values of waterways, including tourism, boating, fishing, and aquaculture.
    • Flood risk management: hydrology, flood modelling, land use planning, engineering, flood mitigation, emergency response planning, and community values and development on the floodplain.
    • Community education, awareness, and participation
    • Communication, collaboration, governance and project management.
  6. Commitment to formally notifying the Sub-Committee Coordinator of any real, potential, or perceived conflicts of interest.  A conflict of interest may not necessarily disqualify a person from membership however it will be considered as part of the appointment process.
  7. Council employees are not eligible to be independent community members of the Sub-Committee.
