This newly created position will be leading a team of professionals who are responsible for the delivery of asset management, asset accounting, statutory and internal reporting and providing advice and guidance in ensuring positive outcomes for asset management.

The position is also responsible for developing stakeholder relationships with teams and business units across Council to help improve the cost effectiveness and efficiency of Council's Asset portfolio and ensuring alignment between the Asset Management Strategy and the Financial Strategy.

This position is required to provide quality customer service and create value for the community.

Key activities of this role include:

  • Lead a team of professionals including providing coaching and support to develop capability.
  • Create and monitor a system of accounting policies and procedures for recording fixed assets and fixed asset acquisitions, works in kind and asset disposal.
  • Provide support into capital works planning and budgeting.
  • Undertake financial modelling, project accounting and financial reporting of Council's capital projects and assets, including whole of life costing of Council owned assets.
  • Lead the fair value revaluations of Council's assets and maintain the integrity of Council's fixed asset register.

Essential criteria:

  • Bachelor degree qualification in Accounting, Commerce or Business Administration or a related field OR demonstrated solid contemporary experience in a similar role, combined with ongoing professional development.
  • Extensive experience in a similar role working in a large organisation using complex integrated financial systems e.g. Oracle, Civica or equivalent and extensive experience using Microsoft Excel at an advanced level.
  • Extensive experience in asset accounting and capital project accounting with demonstrated experience managing a team operating in asset accounting.
  • Understanding and demonstrated experience managing in a highly regulated industry insuring compliance with legislation whilst ensuring efficient operations.
  • Demonstrated experience and capability in managing large volume and complex data sets.
  • Demonstrated experience, knowledge and understanding of asset accounting standards and the legislative and reporting framework for Local Government which includes but is not limited to Australian Accounting Standards, Local Government Act 1993, Local Government (General) Regulation 2005, Local Government Code of Accounting Practice and Financial Reporting, OLG Guidelines, Ministers Orders and Circulars, Public Finance and Audit Act 1983, Environmental Planning and Assessment Act 1979 and Water Management Act 2000.
  • Experience in delivering timely and accurate financial reporting, variance analysis, investigations, recommendations and sustainable solutions for the organisation. Ability to plan and prioritise, time manage, organise workloads and demonstrate ownership and accountability for own work performance in order to meet changing priorities, organisation goals and legislative timeframes.
  • Well-developed performance improvement and consultation skills.
  • Demonstrated leadership behaviours, including active communication with the team in regard to performance, business strategy, diversity, coaching and mentoring and change management.
  • Demonstrated ability to build strong, credible relationships and influence, persuade or negotiate outcomes that are of benefit or add value, to all or part of the organisation
  • Proven ability to assess, interpret and judge information or situations, and formulate recommendations, provide specialist advice or deliver a service, based on the findings.

A 9- day fortnight currently applies to this role, with flexible/hybrid working arrangements available.

This role provides a commencing salary range of between $96,336k to $115,570k per annum dependent on skills and experience + 11% superannuation.
